Lockton Re has announced that Theo Norris (pictured above) has joined its capital markets division. Norris will serve as the UK capital markets structuring and cyber insurance-linked securities (ILS) Leader, operating from the London office and collaborating with the firm’s global broking and cyber teams.

Norris previously worked at Gallagher Re, where he held the position of head of cyber insurance-linked securities. Prior to that, he was assistant vice president at Aon Securities.

He also holds the Chartered Financial Analyst (CFA) designation and is an Associate of the Chartered Insurance Institute.

Zach Breslin, head of Lockton Re Capital Markets, highlighted the significance of Norris’s expertise in cyber risk transfer and his broader experience in the ILS market.

“He will be instrumental in advancing our ability to develop innovative risk-transfer and capital solutions to meet the evolving needs of our clients. Beyond his deep expertise in cyber risk transfer, Theo’s dynamic approach is a perfect fit for Lockton Re’s culture, and we are all excited to welcome him aboard,” Breslin said.

Robert Bisset, chairman of global retrocession and property specialty, Bermuda, and market capital, said the appointment reflects Lockton Re’s continued growth in response to client and market demands.

“Theo’s addition further strengthens our capital markets and cyber expertise, and his excellent market reputation will enhance our position as we look to the future. Following another successful 1/1 renewal, this is a perfect moment for Theo to join as we prepare for growth in 2025 and beyond,” Bisset said.

Lockton Re said that the addition of Norris is part of the company’s broader efforts to enhance its capabilities in cyber risk and capital markets, two areas of increasing importance for clients navigating a complex and evolving risk landscape.
