New leaders named for NAIC 2025

Members of the National Association of Insurance Commissioners (NAIC) have elected their 2025 officers during the NAIC Fall National Meeting, held November 19, 2024, in Denver, Colorado.

The new officers will officially begin their roles on January 1, 2025.

The incoming leadership team includes Jon Godfread, North Dakota Insurance Commissioner, as President. Godfread has served as North Dakota's Insurance Commissioner since first being elected on November 8, 2016, and was recently re-elected to a third term on November 5, 2024.

Virginia Insurance Commissioner Scott A. White will serve as President-Elect. White has been leading the Virginia Bureau of Insurance since his appointment on January 1, 2018.

Rhode Island Department of Business Regulation Director Elizabeth (Beth) Kelleher Dwyer will take on the role of Vice President. Dwyer, appointed Superintendent of Insurance on January 11, 2016, was later named Director of Rhode Island's Department of Business Regulation in May 2023.

Utah Insurance Department Commissioner Jon Pike has been selected as Secretary-Treasurer. Pike has held the position of Utah’s Insurance Commissioner since January 5, 2021.

In addition to the officers, NAIC members elected 2025 zone officers, representing the association’s four geographical regions. Each zone annually selects three officers from its members.

For the Northeast Zone, the 2025 leadership includes Pennsylvania Commissioner Michael Humphreys as Chair, New Jersey Commissioner Justin Zimmerman as Vice Chair, and New Hampshire Commissioner David J. (D.J.) Bettencourt as Secretary-Treasurer.

The Southeast Zone elected Kentucky Commissioner Sharon P. Clark as Chair, Arkansas Commissioner Alan McClain as Vice Chair, and U.S. Virgin Islands Commissioner Tregenza Roach as Secretary-Treasurer.

In the Midwest Zone, Kansas Commissioner Vicki Schmidt will serve as Chair, Nebraska Director Eric Dunning as Vice Chair, and South Dakota Director Larry Deiter as Secretary-Treasurer.

The Western Zone selected Oregon Commissioner Andrew Stolfi as Chair, Texas Commissioner Cassie Brown as Vice Chair, and Arizona Director Barbara Richardson as Secretary-Treasurer.

The newly elected officers and zone leaders will steer the association’s activities in 2025, including regulatory initiatives and collaborative efforts across state insurance departments.
