FCA appoints Alison Potter as new chair of Regulatory Decisions Committee

The FCA and PSR Boards have appointed Alison Potter (pictured above) as chair of the Financial Conduct Authority’s Regulatory Decisions Committee (RDC) and the Payment Systems Regulator’s Enforcement Decisions Committee (EDC).

The committees are tasked with making certain regulatory decisions on behalf of the FCA and PSR, with members selected for their ability to render independent decisions grounded in evidence and experience, according to the regulator.

Potter has over three decades of experience as a barrister in commercial law, with additional expertise in financial services and regulatory law. Her practice has included handling commercial law disputes, advising, and conducting litigation involving commercial institutions, regulators, and individuals.

In 2018, she was appointed as a senior decision maker for the Guernsey Financial Services Commission. Potter is also a bencher at the Middle Temple Inn of Court and has mediated commercial disputes for more than 10 years.

Her additional roles include serving as chair of Clifton College, trustee and director on the National Executive of the CPRE, trustee of the Bath Preservation Trust, councillor for Bath and North East Somerset, and chair of the West of England Combined Authority Oversight and Scrutiny Committee.

Potter’s appointment precedes the upcoming departure of the current chair, Tim Parkes, who will step down later this year. Potter will assume her new role on November 1, with a brief transition period alongside Parkes.

Bernadette Conroy, FCA non-executive director and chair of the FCA’s Risk Committee, expressed that the appointment of the new RDC and EDC chair brings substantial knowledge and experience.

“Alison brings with her a wealth of knowledge and experience, including her experience of financial services and decision-making, which will enhance the capability and effectiveness of the RDC and EDC,” she said.

“Tim Parkes has provided almost nine years of outstanding leadership and service as RDC and EDC chair, and I would like to thank him for his commitment and dedication to the important work of the committees,” she said.
