Bulley will become chair of AEL's board and chair of its remuneration and nomination committee, succeeding Robert Stansbury following his retirement.
Bulley joined AmTrust last year as chair of AEL's risk and compliance committee. Prior to AmTrust, he was a partner in Deloitte's EMEA Centre for Regulatory Strategy, where he was responsible for advising on strategic, regulatory, sectoral, business model, governance, risk and capital management, and conduct issues. Before that, Bulley was the director of life insurance supervision at the Bank of England's Prudential Regulation Authority. Aside from directing the day-to-day prudential supervision of the UK life insurance sector, he led all aspects of Solvency II implementation within the UK.
Earlier in his career, Bulley spent around 15 years with the Financial Services Authority (FSA), including a stint as head of major insurance groups. In this remit, he led the FSA department responsible for the supervision and business model analysis of the UK's major international insurance groups. He was a member of the project board overseeing the implementation of Solvency II/IMAP in the UK and was involved in the UK's move to twin peaks financial services regulation.
Goddard joined AmTrust earlier this year as an independent non-executive director and will replace Bulley as chair of the risk and compliance committee, following regulatory approval. Goddard has over 30 years of experience in the international insurance and reinsurance industry, including the Lloyd's market. Most recently, Goddard was chief legal and compliance officer for Unum UK. His previous roles included senior independent non-executive director, chair of the audit committee and chair of the risk committee of ProSight Specialty Managing Agency. He was also with Brit Insurance for around 10 years as managing director, Europe with prior roles including commercial director and group secretary.
