Gallagher Re has appointed Thomas Dubecq as its new head of international regional retro, effective this month.

Based in Greater London, Dubecq brings over 25 years of experience in the reinsurance sector, with a career focused on treaty reinsurance and retrocession.

Before joining Gallagher Re, Dubecq spent more than five years at Guy Carpenter, most recently serving as Chairman of Africa. In that role, he led strategic development efforts across the continent, worked on reducing insurance protection gaps, and structured capital solutions and catastrophe models for clients across Africa, the Middle East, and India. He was also the practice leader for retrocession across those regions.

Dubecq joined Guy Carpenter in 2019 as managing director, where he was a producing broker for property and casualty reinsurance in emerging markets and collaborated with the Insurance Development Forum on public-private initiatives in Africa.

Prior to his tenure at Guy Carpenter, Dubecq held multiple leadership roles at JLT Re from 2013 to 2019, including head of international, non-marine treaty, London International Market. He managed treaty and retrocession business across EMEA, Latin America, and Asia.

Earlier in his career, Dubecq worked for Aon Benfield from 2006 to 2013 as director for EMEA. He was responsible for retrocession clients in the region and held senior broker roles at Lloyd’s, where he focused on European and North African treaty business.

He began his reinsurance career at Willis Faber & Dumas in 1996, later transitioning to Willis Re, where he developed French reinsurance and retrocession portfolios.

Last month, Gallagher Re also appointed Kesavchandran Nair as director of special risks and crisis management, based in its Dubai office. In this role, Nair will lead initiatives in specialty risk areas, supporting the company’s regional expansion.

The reinsurance broker also recently announced that James Vickers, chairman of Gallagher Re International, will retire from the firm on May 31 after a 47-year career in the global reinsurance industry.
