In a joint appeal to European Commission President Ursula von der Leyen, Insurance Europe and nine other consumer, industry, and mobility associations have called for swift legislative action on access to vehicle-generated data.
“A persistent barrier to competitiveness continues to exist in the European data-driven vehicle services market,” the coalition noted in a letter to von der Leyen. “Despite promising projections from several respected forecasters, including the Commission’s own Impact assessment, this market has underperformed in recent years.
“Fundamentally, competitiveness in this sector hinges on fair access to vehicle-generated data. The companies represented by the 10 ISP (Independent Service Provider) associations cannot compete effectively without access to this critical raw material – vehicle-generated data.
They called the issue “systemic” while pointing to the drafted proposal that was not adopted by the previous Commission due to the timing of the European elections.
“We now urge you to bring forward the already-prepared proposal on access to in-vehicle data, functions, and resources as part of your first 100 days’ plan,” the associations wrote. “We are ready to collaborate with you and your Services to support this critical initiative for competitiveness in the European automotive and mobility sectors.”
The undersigning entities include the European Automotive Data Publishers Association, Association Internationale des Réparateurs en Carrosserie, European Council for Motor Trades and Repairs, European Association of Automotive Suppliers, and European Garage and Test Equipment Association.
They’re also joined by the European Tyre & Rubber Manufacturers’ Association, Fédération Internationale de l’Automobile Region I, Federation of Automotive Aftermarket Distributors, and European Federation of Leasing Company Associations.
Nicolas Jeanmart (pictured), head of personal and general insurance at Insurance Europe, stressed the importance of timely action: “If the European Commission is serious about European competitiveness, then it must stop dragging its feet and introduce legislation that ensures fair and equal access to vehicle-generated data.
“Without this data, insurers cannot deliver the innovative solutions customers expect. It impedes the industry’s ability not only to support sustainability and road safety objectives, but to respond to risks from emerging forms of mobility, such as autonomous driving.”
