Neil addresses the lingering perception that insurance fraud is victimless, touching on the organised elements of application fraud, such as Ghost Broking and identity theft, and, additionally, the opportunistic side, where individuals, who are usually upright, see a chance to "get more favourable terms" on their insurance policy, by making omissions or embellishments.
