Tangram Insurance Services has introduced a new insurance product focused on crisis events in the education and social service sectors. 

Developed in partnership with Costero Brokers, the offering – Crisis Care for Education & Social Service – provides coverage for a broad range of crisis-related risks affecting schools and service organizations. 

The policy includes protection for incidents such as on-campus assaults, emergency evacuations due to natural disasters or security threats, child abduction, stalking, business interruption, kidnapping, extortion, wrongful detention, express kidnapping, and hostage situations. 

It also includes a crisis response extension that adds coverage for a range of additional events not typically addressed by standard crisis insurance products. 

The policy is currently available to all brokers appointed by Tangram. Standard coverage limits range from $1 million to $5 million, with the option for higher limits based on client needs. 

Addressing a market need 

The release of the new offering follows the enactment of California Senate Bill 553 (CA SB 553), which took effect in 2024 and requires employers in California to implement comprehensive workplace violence prevention plans. 

While the legislation does not mandate insurance coverage, Tangram said that its policy can support employers' efforts to meet the regulatory requirements outlined in the law. 

Tracy Bernard (pictured above), senior vice president of program strategy at Tangram, said the coverage addresses specific compliance challenges introduced by the bill. 

“While the bill does not explicitly require employers to carry a workplace violence insurance policy, this coverage can be an important piece of their workplace violence prevention plan,” Bernard said. 

Bernard noted that although the law does not require insurance coverage, a policy such as this one can support compliance by serving as part of a company’s overall prevention strategy. 

Demand for crisis perils coverage has been increasing across multiple sectors, particularly education, healthcare, and social services. These industries face heightened exposure to workplace violence, natural disasters, and other high-impact incidents, driving the need for specialized insurance products that address operational and safety concerns. 

The partnership with Costero Brokers also builds on a previous collaboration between the two firms. In an earlier initiative, Tangram and Costero worked together to deliver kidnap and ransom and personal accident insurance through an exclusive facility backed by Brit Syndicate at Lloyd’s.
