The American Property Casualty Insurance Association (APCIA) has announced its advocacy priorities for 2025, emphasizing efforts to address factors affecting insurance affordability and availability.

The association’s agenda includes curbing legal system abuse, promoting risk-based pricing, and encouraging innovation in insurance markets, according to David A. Sampson (pictured above), APCIA’s president and CEO.

Sampson stated that APCIA’s primary focus remains on reducing legal system abuse, particularly issues tied to third-party litigation funding.

“Litigation is becoming more expensive and more prevalent, with the injured party’s percentage of recovery declining as lawsuits are financed by outside parties,” he said. The association highlighted the need for increased transparency and disclosure to ensure judicial outcomes are not overly influenced by profit motives.

APCIA also plans to advocate for preserving insurers’ use of risk-based pricing tools. According to Sampson, maintaining competitive private markets requires regulatory oversight focused on market conduct and financial solvency, rather than government intervention that could stifle market development.

At the federal level, APCIA said that it will monitor the evolving tax debate to ensure the taxation structure aligns with the property-casualty insurance business model.

Innovation and emerging risks

Innovation remains a priority for APCIA, particularly in the areas of artificial intelligence (AI) and cybersecurity. The association supports allowing these technologies to evolve under appropriate oversight to foster private market growth.

APCIA also intends to promote resilience and sustainability initiatives to mitigate risks associated with natural catastrophes, as well as address cost drivers in auto insurance, such as potential tariffs.

Sampson noted that maintaining the integrity of the state-based workers’ compensation insurance system will be another focus for the association.

Sampson concluded that the association’s efforts in 2025 will prioritize educating stakeholders on the role of property-casualty insurance while addressing key challenges that impact market competitiveness and consumer choice.
